由於我常年在繁忙的臨床一線工作，很少走動，可能不少領導和老師對我不熟悉，我叫馬東周，是附屬醫院神經外科主任，主任醫師。1988年畢業於承德醫學院，從事一線臨床工作已經20xx年。1997年擔任邯鄲市第一醫院神經外科副主任，負責科室的全面工作。20xx年調到我校附屬醫院，擔任神經外科副主任。20xx年1月開始擔任我校附屬醫院神經外科主任。
我個人認為，我競選副院長有如下優勢：
首先我具有誠實、憨厚、認真負責的工作態度，我還有一顆虔誠的感恩之心。20xx年來，我一直在醫院的臨床一線工作，和醫院同呼吸共命運，見證了附屬醫院過去的歲月，感受著現在的成果，憧憬著未來的輝煌。我今天的成績，是醫院領導和老師多年培養的結果，這使我對醫院充滿著極其深厚的感情，我時刻準備著以更加飽滿的激情來回報我所衷心熱愛的醫院。
其次我具有豐富的管理經驗。到今天為止，我在中層幹部崗位上已工作了20xx年。這20xx年中，我親歷了1993年邯鄲市第一醫院晉升三甲醫院和20xx年附屬醫院晉升三甲的過程，懂得一個科室和一個醫院的管理方式和方法。我所管理的科室是全院最團結的科室，最有凝聚力的科室，我擔任附屬醫院神經外科主任7年來，神經外科的各項工作都取得了較快的發展，無論是學術地位還是知名度，都在全市乃至全省範圍內有了大幅度提升。20xx年我們神經外科被評為邯鄲市重點發展學科。
三、我對醫學專業業務十分熟悉，尤其是外科專業的，有利於醫院醫療質量、醫療安全、醫療服務的管理。到目前為止，我在國際和國內的多種學術刊物上共發表學術論文40餘篇，承擔省市科研課題多項，獲省市科技成果獎6項。榮立邯鄲市人民政府二等功一次。早在1999年被評為河北省青年崗位技術能手。20xx至20xx參加了國家“十五”《高血壓腦出血外科規範化治療研究》和國家“十一”《腦卒中外科綜合治療技術體系研究》學術水平得到了同道的認可。1992年在上海國際腦血管病大會上，我的論文首次提出創傷性腦梗塞的概念和理論，論文發表在承德醫學院學報和中華神經外科雜誌上。現任河北省神經外科學會委員，河北省醫師協會委員，邯鄲市醫療事故鑑定專家，邯鄲市物證司法(法醫)鑑定中心專家，是邯鄲市資深的神經外科專家。多次在上海、北京等地進修學習。二十幾年來，成功地搶救和治癒了上萬例門診和住院的腦外科病人。其中不開顱經單鼻孔腦垂體瘤切除術、高血壓腦幹出血手術和顳淺動脈-腦膜融通術治療煙霧病和神經幹細胞移植術治療腦和脊髓疾病等多項技術填補了邯鄲市的技術空白;其中，高血壓腦幹出血的手術治療填補了河北省的技術空白。
我們附屬醫院近幾年發展比較快，尤其是在劉院長的帶領下，順利地晉升為三甲醫院，年收入達到2個億，住院病人數達到900人，但是，和其他三甲醫院相比，我們應該清醒的認識到我們的不足，比如：各個臨床專業開展的新技術、新項目深度不夠，醫生知識太專，知識面窄，三基訓練不到位，科室之間的協調不順暢等。我們的業務收入、社會知名度、醫療和護理技術質量以及職能科室的管理水平上都有一定的差距。我們醫院由於建院晚，雖然與中心醫院和市第一醫院有一定的差距，但是我們有決心趕上和超過他們，這需要勵志、臥薪嘗膽，奮發圖強。
如果我有幸能獲得領導和同志們的信任而競聘成功，我將做到：首先，我會擺正自己的位置，為黨委書記和院長當好助手，而且要當一名得力的助手，尤其是在專業上，多獻計獻策，協助他們把醫院的各項工作做好。然後，我將在醫院黨委和行政的領導下，充分發揮主觀能動性，紮實有效地開展工作。自覺為領導勇挑重擔，勇為領導分擔;不怕吃苦，勇趟雷區，即使落得粉身碎骨也在所不辭。
職能科室到臨床科室蹲點，起到向下指導督促醫療和護理工作，向上匯報工作;協調和處理臨床科室的疑難問題。減少醫療糾紛和事故的發生。讓領導隨時了解科室的動態，讓科室主任和護士長有更多的時間去處理醫療和護理工作。
狠抓醫療和護理質量，嚴格按三甲要求進行醫療和護理工作。規範醫護人員的醫療護理行為。關鍵是常抓不懈，落到實處。
提高我們醫院醫護人員的技術水平，堅持送出去進修學習，常年有人員在外學習，把醫療新技術、新項目帶回來。作為一種制度，規定每一位醫療人員必須定期到上級醫院學習和培訓，與國內外接軌。
重視護理工作，常言道，三分治療，七分護理，提高護士提高護理人員的地位和待遇，理解和尊重護理人員。提高護理服務質量。
