機遇1：衛生院經過幾年的發展，已經很好地解決了生存問題，不用再為生活問題發愁，徹底擺脫了醫院衛生服務低水平，服務對象大量流失的困境，為下一步衛生院再發展打下了良好的基礎。
機遇2：農民民眾的收入有了很大提高，人均收入有了成倍增長，對健康也有了進一步的要求，對健康的投入也成倍增加，對鄉鎮衛生院的再發展有了可靠的前提。
機遇3：在國家政策上為鄉鎮衛生院的發展提供了保證。國家管理層已經深刻認識到鄉鎮衛生院在解決全民醫療衛生服務中的地位和作用，只有提高鄉鎮衛生院的地位，充分發揮鄉鎮衛生院的作用，解決我國全民醫療衛生服務才有可能。新農合政策對鄉鎮衛生院的傾斜，就是新形勢下國家衛生政策的反映。
二、新形勢下衛生院工作發展思路
(一)要重新對我院進行定位：在新形勢下，衛生院的定位，是衛生院發展首先要認清的問題，定位就是要根據國家的衛生政策以及自己醫院所處環境，定出自己在整個醫療衛生服務體系中的位置，位置找準了，發展就有了方向和目標，進而可以找到很多達到目標的方法。首先，我們必須明白我院已不是“賺錢自養”的醫療機構，而是承擔農村初級衛生保健，疾病控制和衛生監督以及對村衛生室和鄉村醫生管理職能的農村公共衛生機構。因此，不能盲目地把我院建設確定在“提高醫療服務能力和水平上”，提出不切實際
的發展目標和要求，而應把重點放在公共衛生職能上。這樣才不會錯失方向，帶來了錯誤的發展信息。
(二)要轉變思想觀念。思想的改革帶來的是服務模式的轉變，我覺得，以後我院應該是主動的深入到農村，主動的為農民提供綜合的醫療保健、健康教育、各種諮詢於一體的適應市場運行規律的新型衛生院，變被動的事業型為主動的服務型。我們常說衛生院的發展要堅持以人為本。這裡的以人為本應具有兩層含義，不光是衛生醫護人員，更應該是全鄉所有的村民，因為鄉衛生院的功能決定了他所服務的是全體村民。因此，了解村民，為他們提供優質的服務，讓農民信任，是我院今後工作的重中之重，這對我院的發展才是最根本的。
(三)加強我院的自身建設。首先應規範我院的管理，一切活動依據標準，一切指標落實到人，一切評價套用事實的數據。我院的建設我認為應從以下幾方面著手：1,保證一定量的技術骨幹，通過各種方式，多培養至少能保證村民基本醫療需求的醫護人員。2，根據我院的實際情況，做好我院醫療科室的建設，我不提倡大而全，而是要走適合農村村民的專科建設道路。首先，建急診科：要能保證村民一般急診的需要，得到及時、有效的處理;其次，建婦科：
要能滿足農民基本的婦幼保健的需要;還有一個很重要又容易被忽視的是中醫科：利用中醫的手段大力發展中醫、中藥、針灸、理療等農民更易於接受的醫療服務，用低廉的價格，優質的服務解決農民的傷痛;最後，輔檢科室：必須完善，至少能滿足最基本的診斷要求，減少他們為做一個檢查而往返於城鄉之間的勞頓之苦。
(四)建立健全的樞紐機制。密切聯繫村衛生室和上級醫療部門的關係，真正起到樞紐的作用。第一，我院要積極配合上級政府、衛生行政部門，做好新醫改制度的實施，做實、做細農村公共衛生工作，在緩解當地“看病難、看病貴”的問題上，貢獻我們衛生院應盡的一份職責。第二，要加強對鄉村醫生的管理和支持。總理說過：最基層的醫療衛生服務是整個醫療衛生服務的“網底”，只能加厚加牢而不能消弱。而鄉村醫生是這個“網底”的衛士。因此，積極幫助他們改善執業條件、解決實際困難，留住他們，才能保障“網底”不破。
