今天是第二十三個“國際殘疾人日”，今年的主題是“打破障礙，敞開大門：建設包容所有人的社會”。據20xx年全國殘疾人抽樣調查結果，浙江共有311.8萬殘疾人，占總人口的6.36%，其中持證的殘疾人將近110萬人。
每年12月3日的“國際殘疾人日”(World Disabled Day)是一年一度的活動，旨在促進人們對殘疾問題的理解和動員人們支持維護殘疾人的尊嚴、權利和幸福。1992年10月12日至13日，第47屆聯合國大會舉行了自聯合國成立以來首次關於殘疾人問題的特別會議。大會通過決議，將每年的12月3日定為“國際殘疾人日”(International Day of Disabled Persons)。
