尊敬的各位領導，各位同事，你們好!
我叫，很榮幸今天能參加院裡的演講比賽。下面我演講的題目是《新形勢，新思路》。
我自進入醫院工作到現在已餘年，在這餘年近千多個日子裡，我有機會見證了龍門衛生院發展的每步歷程，其中包括許多從無到有，從有到創新、從創新到拓展的過程，強烈地感受到了醫院的發展氣息。近年來，龍門衛生院在局領導和院領導的正確領導和大力支持下，已經很好地解決了生存問題，這一點在我院職工的工資收入中可以充分地反映出來，特別是最近幾年，我院職工工資收入將近翻了一番。但我們必須認清當前形勢，認真思考所面臨的機遇和問題。為進一步提高醫院服務水平，我們只有把握“著力點”，找準“切入點”觸動“共鳴點”才能把握好促進和加快醫院發展的最佳時機，明確我院的發展方向，為醫院更上一個台階做好思想準備。
一、衛生院大發展迎來新形勢，新機遇
機遇1：衛生院經過幾年的發展，已經很好地解決了生存問題，不用再為生活問題發愁，徹底擺脫了醫院衛生服務低水平，服務對象大量流失的困境，為下一步衛生院再發展打下了良好的基礎。
機遇2：農民民眾的收入有了很大提高，人均收入有了成倍增長，對健康也有了進一步的要求，對健康的投入也成倍增加，對鄉鎮衛生院的再發展有了可靠的前提。
機遇3：在國家政策上為鄉鎮衛生院的發展提供了保證。國家管理層已經深刻認識到鄉鎮衛生院在解決全民醫療衛生服務中的地位和作用，只有提高鄉鎮衛生院的地位，充分發揮鄉鎮衛生院的作用，解決我國全民醫療衛生服務才有可能。新農合政策對鄉鎮衛生院的傾斜，就是新形勢下國家衛生政策的反映。
二、新形勢下衛生院工作發展思路
(一)要重新對我院進行定位：在新形勢下，衛生院的定位，是衛生院發展首先要認清的問題，定位就是要根據國家的衛生政策以及自己醫院所處環境，定出自己在整個醫療衛生服務體系中的位置，位置找準了，發展就有了方向和目標，進而可以找到很多達到目標的方法。首先，我們必須明白我院已不是“賺錢自養”的醫療機構，而是承擔農村初級衛生保健，疾病控制和衛生監督以及對村衛生室和鄉村醫生管理職能的農村公共衛生機構。因此，不能盲目地把我院建設確定在“提高醫療服務能力和水平上”，提出不切實際
的發展目標和要求，而應把重點放在公共衛生職能上。這樣才不會錯失方向，帶來了錯誤的發展信息。
(二)要轉變思想觀念。思想的改革帶來的是服務模式的轉變，我覺得，以後我院應該是主動的深入到農村，主動的為農民提供綜合的醫療保健、健康教育、各種諮詢於一體的適應市場運行規律的新型衛生院，變被動的事業型為主動的服務型。我們常說衛生院的發展要堅持以人為本。這裡的以人為本應具有兩層含義，不光是衛生醫護人員，更應該是全鄉所有的村民，因為鄉衛生院的功能決定了他所服務的是全體村民。因此，了解村民，為他們提供優質的服務，讓農民信任，是我院今後工作的重中之重，這對我院的發展才是最根本的。
(三)加強我院的自身建設。首先應規範我院的管理，一切活動依據標準，一切指標落實到人，一切評價套用事實的數據。我院的建設我認為應從以下幾方面著手：1,保證一定量的技術骨幹，通過各種方式，多培養至少能保證村民基本醫療需求的醫護人員。2，根據我院的實際情況，做好我院醫療科室的建設，我不提倡大而全，而是要走適合農村村民的專科建設道路。首先，建急診科：要能保證村民一般急診的需要，得到及時、有效的處理;其次，建婦科：
要能滿足農民基本的婦幼保健的需要;還有一個很重要又容易被忽視的是中醫科：利用中醫的手段大力發展中醫、中藥、針灸、理療等農民更易於接受的醫療服務，用低廉的價格，優質的服務解決農民的傷痛;最後，輔檢科室：必須完善，至少能滿足最基本的診斷要求，減少他們為做一個檢查而往返於城鄉之間的勞頓之苦。
(四)建立健全的樞紐機制。密切聯繫村衛生室和上級醫療部門的關係，真正起到樞紐的作用。第一，我院要積極配合上級政府、衛生行政部門，做好新醫改制度的實施，做實、做細農村公共衛生工作，在緩解當地“看病難、看病貴”的問題上，貢獻我們衛生院應盡的一份職責。第二，要加強對鄉村醫生的管理和支持。總理說過：最基層的醫療衛生服務是整個醫療衛生服務的“網底”，只能加厚加牢而不能消弱。而鄉村醫生是這個“網底”的衛士。因此，積極幫助他們改善執業條件、解決實際困難，留住他們，才能保障“網底”不破。
上面是我對龍門衛生院發展的幾點建議，只希望能起到拋磚引玉的作用。時光荏苒，在與龍門衛生院朝夕相處的十幾年裡，我這個粗胖的漢子也對它產生了細膩的情感，關注它的一舉一動，關注它的成績與不足，有關醫院的每一步發展，都會觸動我心靈，因此，
只要有利於醫院發展的一切事情，我都會不遺餘力的去完成。如今，盧院長的到來給我院注入了新的活力和希望，我相信只要我們在思想上同心，目標上同向，行為上同步，事業上同乾，心往一處想，勁往一處使，相信我們的醫院的發展會更加輝煌，而我們其中的人也會更加快樂，幸福。

為天地立心，堅守最應該純粹的初心。我們要堅守天地之間這顆純粹初心。要有是非之心、道義之心、好惡之心、惻隱之心。曾經，聽我們的“全國優秀公訴人”李毅婷講過這樣一個親身經歷：從上午十點到晚上八點，預計一個上午就能結束的庭審歷經了10個小時。她一名公訴人，面對五名被告，六名辯護人，在公訴席上，毫不懼場、唇槍舌戰、見招拆招，以事實為依據、以法律為準繩，終於讓被告人認罪服法。這是我們公訴人經常碰到的情況，他們每一句義正言辭的公訴詞，每一場激情昂揚的辯論，為的就是辨明是非、揭示真相，讓有罪者認罪、為無罪者正名。這就是我們從檢的純粹初心。
為蒼生立命，扛起最應該擔當的責任。比爾蓋茨說過這樣一句話：“每天早晨醒來，一想到所從事的工作和所開發的技術將會給人類生活帶來巨大影響和變化，我就會無比興奮和激動!”幹事創業，心中首先要裝著人民，為蒼生立命，扛起最應該擔當的責任，才能在工作中獲得無窮動力，才能助推郴州發展。我們身邊的郴州人劉真茂，一位退伍老兵，三十年如一日，堅守在“綠色郴州”第一線，白了頭髮，綠了青山。在他眼裡，守山，不光是守護著青山綠水，更是守護著我們每一個郴州人，守護著我們郴州人應盡的責任，應有的擔當。這就是“郴州發展，‘我’的責任”最好的寫照與榜樣。

六月底，在學校組織召開的《中陽大發展，我該怎么辦大討論動員大會》上，我第一次接觸到這一活動，說老實話，當時，我並不覺得中陽大發展，我的“怎么辦”有多大的意義。我之於中陽，不過是大樹旁的一隻蚍蜉，力量實在微不足道，更何況，孔夫子有云：不在其位，不謀其政。

十幾天前，我開車去客都，剛剛提心弔膽地上了九思門外的大坡，一個沒留神，“嗵”得一聲巨響，車右輪胎整個掉到了路面的一個大坑裡，前進不了，後退不得。直到現在我走那條路都心有餘悸，寧可繞國道而行。我多么希望有一天，中陽的“坑途”都能變成“坦途”，我們的出行可以暢通無“坑”。
有朋友來中陽玩，我盡地主之宜要帶他們去城裡逛一逛。可是，隨時有堵車可能的狹窄街道，二三十年房齡的老舊房屋，還有占據半壁江山的各種攤販，中陽縣城啊，想說愛你，真的不容易。我多么我們的家園能整齊劃一，秩序井然，山青水秀，綠意盎然，成為我們的驕傲。
女兒一天天長大，我多么希望她能在更良好的教育環境中成長;
父母一天天老去，我又多么希望能有更先進的醫療技術為他們保駕護航。
中陽，這片我們生活著的熱土，它的發展，真的和我們兩不相干嗎?不，好比生命存在於空氣之中，空氣的優劣決定生命的質量。它的一切，都與我們休戚相關。它的榮辱，是我們的榮辱，它的發展，也是我們的福音。
中陽大發展，是我的願望，也是每一個中陽人民的願望，也是縣委縣政府不息奮鬥的目標。在這發展的東風吹來之際，我們不禁要問：中陽大發展，我，該怎么辦?

我們一中人擔負著的是中陽的未來。今天這些天真無邪的孩子，正是明天中陽發展的中流砥柱。作為教師，我們該做的，首先是教好孩子們，做最好的自已。
